Unless they are baby cats and dogs left outside unattended, hawks cannot prey on these pets. They are simply too large, and can defend themselves. Small pets should never be left outside unattended, as that is when they might be vulnerable. Only the largest of the hawk family, such as a golden eagle, might be able to pick up a baby cat or dog, but this would be very unusual. Pets are more vulnerable to coyotes than to any bird.
