While raccoons are smart, dexterous, and nimble, they do lack pure physical strength, so you can use this to your advantage. If you can secure your garbage can lids with strong elastic cords AND find a way to secure the cans in an upright position (another elastic cord attached to a post that keeps the raccoons from knocking the cans over), you will be able to solve this problem.
